I'm not sure where you're coming from. I'm from Michigan and over the last decade (plus), I've done quite a bit of traveling to various places in the Caribbean, Mexico, and to Costa Rica. Generally, the airfare is half the cost of the trip. From experience, some of the most inexpensive places I have been include the Dominican Republic, Jamaica, and parts of Mexico(like Cancun or Cozumel). My favorite place is Cozumel- very laid-back atmosphere with great snorkeling/diving and enough activities, bars, restaraunts to keep you busy for a week or so. Don't know what your definitiion of "cheap" is so a couple of basic hotels to check out in Cozumel are the Casa Del Mar and the Hotel Barracuda. Went to Negril, Jamaica a few years ago all-inclusive in March for under $600 per person and stayed at the Hotel Sam Sara (which was like a one star hotel but was adequate for us). Sam Sara is on the cliffs with no beach, a small pool and little activity (which was actually nice); the food was okay but the meals got routine and boring so we simply walked across the street for breakfast at Choices or went out to one of the bar/restaraunts (LTU and Kayuba were good). Best thing about Sam Sara is that it had a sister resort-Legends-on the beach so if you stayed at either you could take the free shuttle to the other resort and spend the day(and eat, use the facilities, etc. like anyone staying there) which we regularly did; when we had our fill of the busy beach and being "solicited" by the locals (because the beaches are public anyone can roam them thats why cliff beaches are quiter/more private) we returned to our quiet little resort. Dominican Republic and Cancun are also places that offer good deals because they can offer cheaper prices due to the large number of tourists they bring in; Cancun is for the person that likes the beach and loves to party and the Dominican may be best for the person that just likes to stay at their (usually quite luxurious) resort. I went to Hawaii this past summer, you can get a cheapish hotel right off Waikiki beack for about $100 a night, and theres this market place where you can get awesome food (from mexican to asian food) for $5-10 a plate. Waikiki was just amazing, the night life was incredible, the food was great, the beaches were gorgeous, and you can rent a car there for a couple days and travel all of Oahu. You could even visit the other islands like Hawaii itself and it could potentially be cheaper since it's not AS popular with tourists, but still absolutely amazing.

man if you haven't been to mexico its an absolute must see. Not too far and if you're in the right spot it can be paradise. For instance if you like a quiet get away you should hit up a place called playa azul on the northwest coast of mexico. Small town, quaint, and very relaxing. However if you're into the party scene the resort town of cancun would be very exciting. Many clubs, plenty of things to do and as you mentioned, plenty of women. I prefer playa azul for its quaintness, beauty, and sense of relaxation. Mexico (especially the resort town like acapulco, Cabo san Lucas, and Cozumel) will have plenty of women from around the world. Good luck with your choice and to be on the safe side you might want to bring a friend with you.
I spend 5 days/nights in a top-notch resort in gorgeous Playa del Carmen in Mexico for less than $1000. Find out when the 'off-season' is for the particular resort and see if you can book during the last off-season week before the summer rates kick in. You'll save a ton of money, and the weather will still be great.
But depending on where you're coming from, the cost will vary significantly. A trip to the Bahamas can be very cheap for someone on the East Coast because air fare to get there is very inexpensive. If you're in CA, then you'd save a lot in airfare going to Puerto Vallarta. There are a lot of factors going into it, but I would recommend going to the place where it doesn't cost much to GET there, and then book the vacation during the last off-season week.
You can come to Barbados because we have all you are looking for and more. Generally, the hotels are cheaper from April 15-November 30 as this is the summer. The hotels are mostly more expensive during the winter season.
The ticket might be more expensive and hard-to-get during the crop over season. That is when we have our annual festival.
